At the Ordinary Council Meeting held on Tuesday 17 September 2019, Council resolved to release the Draft Shepparton and Mooroopna 2050: Regional City Growth Plan 2019 for public comment for a period of six weeks, commencing on Friday 20 September 2019 and concluding on Friday 1 November 2019.
The Victorian Planning Authority (VPA), in partnership with Council, has prepared the Growth Plan to inform and guide the sustainable development of Shepparton and Mooroopna over the next 30 years. The Growth Plan outlines key principles and strategic objectives to address issues such as liveability, land supply, urban renewal, infrastructure, transport, and water consumption.
The draft Growth Plan has been informed by community feedback on the Shepparton and Mooroopna 2050: Regional Growth Plan – Key Issues and Opportunities Paper, released in February – March 2019, which indicated a need to protect and celebrate open space in the area, improved access to the river and surrounds, and create additional residential and industrial land supply with supporting infrastructure to accommodate growth.
Greater Shepparton City Council Mayor, Cr Kim O’Keeffe, said “this is an important opportunity for residents to have their say on how future challenges will be approached.”
“The Growth Plan will be the blueprint to build on Shepparton and Mooroopna’s unique characteristics to maximise long-term economic, social and environmental benefit for the community,” said Cr O'Keeffe.
“It is exciting to see the realisation of a document that will unlock Shepparton and Mooroopna’s true potential as a thriving and growing city that leverages off its unique amenities and capitalises on key projects to unlock growth and development” said Victorian Planning Authority Chief Executive Officer, Stuart Moseley.

The final Growth Plan will be used to shape the preparation and consideration of more detailed local structure plans and planning scheme amendments, and is expected to be implemented through an amendment to the Greater Shepparton Planning Scheme in 2020.
