Council Meeting - July 2025
A Council Meeting will be held on Tuesday 22 July 2025 at 3:00pm. The meeting will be held in the Council Boardroom, 90 Welsford Street, Shepparton.
The meeting will be open to members of the public to attend. A live stream of the meeting will also be made available, and can be accessed via Facebook and YouTube.
All care is taken to maintain your privacy; however, as a visitor in the public gallery, it is assumed that your consent is given in the event that your image is broadcast to the public. It is also assumed that your consent is given to the use and disclosure of any information that you share at the meeting (including personal or sensitive information) to any person who access those recordings or Minutes.

NOTICE OF INTENTION TO LEASE LAND - 10-28 MARGARET STREET, TATURA
The Greater Shepparton City Council gives notice in accordance with Section 115 of the Local Government Act 2020, of its proposed intention to enter into a lease agreement with Powercor Australia Ltd over part of Council owned land 10-28 Margaret Street, Tatura.
The purpose of the lease will be for an electrical sub-station with the lease period to expire on 6 May 2055, with a further term of 20 years, expiring 6 May 2075.
Any person may make a written submission on the proposed lease. Submissions must be received by 5.00pm on Friday, 8 August 2025.
Submissions should be addressed to the Chief Executive Officer, City of Greater Shepparton, Locked Bag 1000, Shepparton 3632 or emailed to council@shepparton.vic.gov.au with the subject line “Proposed Lease – Margaret Street Electrical Substation”.
A person making a submission may request to appear in person, or be represented by a person specified in the submission, at a meeting to be heard in support of the submission.

Notice of the preparation of an amendment to a planning scheme

Overview
The amendment seeks to apply the Heritage Overlay to four individual heritage places assessed as being of local heritage significance.
Details of the amendment
The amendment will apply the Heritage Overlay to:
- 1125 Bells Road, Gowangardie;
- 116 Knight Street, Shepparton,
- 241 Hickey Road, Katandra West, and
- 28 Sutherland Avenue, Shepparton.
Heritage assessments prepared by Greater Shepparton City Council’s Heritage Advisor confirm that the four sites meet the threshold for local significance and warrant formal heritage protection through the application of a Heritage Overlay.
Additional heritage controls are proposed for three of the four places that will ensure contributory heritage elements are identified and protected, including:
- ‘Solid log barn and outbuilding’ at 1125 Bells Road Gowangardie (HO440)
- Including internal controls to the internal layout and original finishes (walls, ceiling and floor) of the barked wall and timber slab barn, and the chaff shed. The barked wall and timber slab barn, and the chaff shed are not exempt from notice and review under Clause 43.01-4.
- ‘Knitlock House’ at 116 Knight Street, Shepparton (HO441)
- The front fence is not exempt from notice and review under Clause 43.01-4.
- ‘St Bernard’s Catholic Church’ at 241 Hickey Road, Katandra West (HO442)
- Including tree controls for two palm trees (Phoenix Canariensis). The front fence and wrought iron gates are not exempt from notice and review under Clause 43.01-4.

Any person may make a submission to the planning authority about the amendment. Name and contact details of submitters are required for the planning authority to consider submissions and to notify such persons of the opportunity to attend planning authority meetings and any public hearing held to consider submissions.
The closing date for submissions is 5.00pm, Friday 29 August 2025. A submission must be sent to the Greater Shepparton City Council, Locked Bag 1000, Shepparton VIC 3632.
The planning authority must make a copy of every submission available at its office and/or its website for any person to inspect free of charge until the end of the two months after the amendment comes into operation or lapses.

NOTICE OF AN APPLICATION FOR PLANNING PERMIT
The land affected by the application is located at 2 Barwon Court SHEPPARTON VIC 3630 (Lot 42 on LP113756). The proposal is for the Removal of Covenant F730127.
The application reference number is; 2025-136.
The application and any supporting documents can be viewed on the Greater Shepparton City Council’s website.
Any person who may be affected by the granting of the permit may object or make other submissions to Greater Shepparton City Council via Council’s website. Objections must be in writing via Council’s website and must state the reasons for the objection and how you would be affected by the granting of a permit for the application.
Greater Shepparton City Council will not decide on the application before 5 August, 2025.
If you object, the Responsible Authority will notify you of its decision.

CALL FOR NOMINATIONS FOR APPOINTMENT TO THE CALDER WOODBURN MEMORIAL AVENUE ADVISORY COMMITTEE
Greater Shepparton City Council is seeking nominations from individuals interested in joining the Calder Woodburn Memorial Avenue Advisory Committee as one of five community representatives.
The Memorial Avenue consists of more than 2,400 trees over a length of nearly 20 kilometres along the Goulburn Valley Highway. The Memorial Avenue was planted between 1945 and 1949 as a living memorial to all local servicemen who did not return from the Second World War. The Memorial Avenue is the grandest and largest of the Second World War commemorative plantings in Victoria, and is important for its use of only Australian native trees. The Calder Woodburn Memorial Avenue Conservation Management Plan 2001 guides all works within the Memorial Avenue.
In recent years, some sections of the Memorial Avenue have suffered from loss of trees, significant regrowth of native and non-native vegetation, and the spread of weed species.
Council formed the Advisory Committee in 2017 to investigate further ways of maintaining, enhancing, and conserving the cultural heritage and environmental values of the Memorial Avenue. The Committee is also tasked with investigating possible funding opportunities for conservation works.
The community representative positions are voting members of the Advisory Committee and are appointed for a four-year term. The Advisory Committee also includes representatives from seven stakeholder organisations and Council.
Those with an interest in the Memorial Avenue are encouraged to apply. Advisory Committee meeting schedules vary but are likely to range from one to four meetings per year. The appointments will commence later in 2025 and end in late 2029.

ADJUSTED DEVELOPMENT CONTRIBUTION RATES FOR THE MOOROOPNA WEST GROWTH CORRIDOR
The development contribution rates for the Mooroopna West Growth Corridor are adjusted annually for the duration of the Mooroopna West Growth Corridor Development Contributions Plan. The following rates were adjusted on 13 May 2025 and are applicable from 1 July 2024 to 30 June 2025. These rates should be read in conjunction with Schedule 3 to the Development Contributions Plan Overlay in the Greater Shepparton Planning Scheme.

FLOOR LEVEL SURVEY TO IMPROVE FLOOD PREPAREDNESS
Greater Shepparton City Council has successfully obtained a grant from Emergency Management Victoria under the National Partnership Agreement for Disaster Risk Reduction. This initiative, in collaboration with the Goulburn Broken Catchment Management Authority, aims to enhance flood risk management in the region.
From mid-April to mid-September, Onleys Consulting Pty Ltd will conduct surveys across key areas, measuring floor levels from front doorsteps (no entry into homes). Data collected will improve flood mapping, emergency planning, and insurance assessments. Surveyors will carry identification and a Council-authorised letter.
