Additional Council Meeting – 7 May 2024

An Additional Council Meeting will be held on Tuesday, 7 May 2024 at 9:00am to consider the following item:

  • 2024/2025 Draft Budget

The meeting will be held in the Council Boardroom, 90 Welsford Street Shepparton.

The meeting will be open to members of the public to attend. A live stream of the meeting will also be made available, and can be accessed via Facebook.

Tallygaroopna and Katandra West Flood Scoping Studies Final Reports

Greater Shepparton City Council is seeking community feedback on the Final Draft Reports of the Tallygaroopna and Katandra West Flood Scoping studies.

The Katandra West flood scoping study was undertaken from July 2022 with the final draft report now available for feedback.

The 2012 storm event is considered to have the most severe impact on Katandra West. No houses are known to have flooded above floor level in this event. Therefore, the flood risks to existing development at Katandra West Township can be described as low.

The research and engagement for the development of the Tallygaroopna Flood Scoping Study was undertaken in 2023 with the final draft report now available for public feedback.

The study confirmed there is likely to be 1% AEP above floor flooding at Tallygaroopna. The flooding should however be relatively benign with 1% AEP depths and velocities generally limited to 0.25 m and 0.3 m/s respectively.

As part of its community engagement process, Council is inviting feedback on the final draft reports.

Any person wishing to make a submission must do so in writing by no later than 5pm, Friday 31 May 2024.

Feedback should be titled ‘Tallygaroopna and Katandra West Flood Scoping Studies’.

Submitters may also request in their submission that they wish to appear in person/online, or to be represented by a person specified in the submission, in support of the submission at a meeting of Council on a date, time and place (including potentially online) to be determined by Council.

The Council will notify such submitters of the meeting and/or online arrangements.

Following the consideration of any submissions, Council will accept the reports and recommendations.

Any person making a written submission is advised that all submissions and personal information in the submission will be handled by Council in accordance with the provisions of the Privacy and Data Protection Act 2014.

Raod Closure – Tatura Market

Greater Shepparton City Council would like to advise of the following traffic changes for the Tatura Market event on Saturday 4 May.

For the safety of road users and pedestrians, Francis Street (Stuart Mock Place) will be closed between Hogan and Casey Streets from 6.00am and re-open at 2.30pm on Saturday 4 May.

Planning and Environment Act 1987 GREATER SHEPPARTON PLANNING SCHEME Notice of Approval of Amendment Amendment C239gshe

The Minister for Planning has approved Amendment C239gshe to the Greater Shepparton Planning Scheme.

The Amendment came into operation on the date the notice was published in the Victoria Government Gazette, being 11 January 2024.

The Amendment rezones the majority of land within Investigation Area 2 in Kialla that is zoned Rural Living Zone to the Urban Growth Zone to safeguard the area for future development as a strategic residential growth corridor.

The Amendment also amends the Municipal Strategic Statement to provide interim guidance for planning permit applications until a Precinct Structure Plan is prepared and implemented for the land through a future planning scheme amendment.

Specifically, the proposed Amendment makes the following changes to the Planning Scheme:

  • rezones land to the Urban Growth Zone;
  • amends Planning Scheme Map Nos. 11 and 25; and
  • amends Clause 02.03-1 Settlement and 02.04 Strategic framework plans to provide policy support to safeguard the land for future urban development, and to update the Kialla and Shepparton South Framework Plan.

Planning and Environment Act 1987 GREATER SHEPPARTON PLANNING SCHEME Notice of Approval of Amendment Amendment C242gshe

The Minister for Planning has approved Amendment C242gshe to the Greater Shepparton Planning Scheme.

The Amendment came into operation on the date the notice was published in the Victoria Government Gazette, being 18 January 2024.

The Amendment rezones the majority of the yet-to-be developed land within the settlement boundary in Tatura zoned Farming Zone, Low Density Residential Zone and Rural Living Zone to the Urban Growth Zone to safeguard the land for future development as strategic residential growth corridors.

The Amendment makes the following changes to the Greater Shepparton Planning Scheme:

  • rezones land to the Urban Growth Zone;
  • amends Planning Scheme Map Nos. 6, 7, 8 and 10;
  • deletes the Development Plan Overlay (DPO1) from the land north of Pyke Road; and
  • amends Clause 11.01-1L Settlement - Urban growth and consolidation to update the Tatura Framework Plan.

A Precinct Structure Plan and Development Contributions Plan will be prepared to provide an overarching strategic framework for the development of the land that outlines the quantum of infrastructure required to support any future development and to apply development costs equitably.

Adjusted Development Contribution Rates for the Mooroopna West Growth Corridor

The development contribution rates for the Mooroopna West Growth Corridor are adjusted annually for the duration of the Mooroopna West Growth Corridor Development Contributions Plan. The following rates were adjusted on 17 September 2023 and are applicable from 1 July 2023 to 30 June 2024. These rates should be read in conjunction with Schedule 3 to the Development Contributions Plan Overlay in the Greater Shepparton Planning Scheme.
