Floor Level Survey

This project seeks to supplement the original floor level survey conducted in 2000 for the Shepparton Mooroopna Floodplain Management Plan.

Approximately 9,600 floor levels were recorded during that survey. Given the construction of nearly 7,000 new buildings since then, updating this data is essential. Excluded from this survey are outbuildings like sheds and garages.

Council, in collaboration with the Goulburn Broken CMA, has recently completed further flood mapping within the areas of Kialla, Mooroopna, Shepparton, Shepparton East/North, Toolamba and the rural areas along the Goulburn and Broken Rivers, and Sevens and Castle Creeks.

A renewal of the floor level survey will enhance the new flood mapping and supplement the floor level survey that was captured as part of the original Floodplain Management Study (SKM 2002), integrating new and existing data and removing records of demolished structures.

Background

Shepparton, Mooroopna, and Kialla have a long history of flooding, with significant events recorded in 1870, 1916, 1939, 1974, 1981, 1993, and most recently in 2010 and the significant 2022 floods, comparable to the 1974 flood (a 1-in-70 AEP event). Read more

Flooding poses a considerable risk, with a 2019 study suggesting more than 8,600 properties could face above-floor flooding in a severe 1-in-500 AEP event, a risk amplified by climate change. The area is ranked among the top ten in Australia for flood exposure.

To address these hazards, a renewal of the floor level survey is critical. This data will assist in pricing flood insurance, managing future flood risks, and informing the Municipal Flood Emergency Plan as well as the Goulburn Broken Community Flood Intelligence Portal.

Food Intelligence Portal

Launched four years ago, the Flood Intelligence Portal is a collaboration among six local government authorities and the Goulburn Broken CMA, utilizing HydroNET software. The portal provides interactive flood intelligence, which has attracted over 22,000 visits as of November 2022, with more than 1,600 reports downloaded as of January 2024. However, the current floor level survey is over two decades old and requires updating.

Why is this being done?

A renewal of the floor level survey is critical. This data will assist in pricing flood insurance, managing future flood risks, and will further assist the Victoria State Emergency Service, together with other emergency partners, to plan for and respond to flood emergencies, including evacuations (if required)

It will also be used to update and inform:

  1. Council’s Municipal Flood Emergency Plan on how to plan for and respond to major flood in the catchment, including the abovementioned areas.
  2. the Goulburn Broken Flood Intelligence Portal to allow stakeholders and community members access to flood information to assist with emergency planning (response preparedness), land-use planning and pricing insurance.

Which areas are being surveyed?

The floor level surveys will focus on the following key priority sub-areas:

  • Kialla
  • Shepparton
  • Mooroopna
  • Shepparton Outer (Doyles Road to Central Ave)
  • Shepparton North
  • Shepparton East
  • Shepparton Outer (East of Doyles Road)
  • Medland Estate
  • Toolamba
  • Old Toolamba

What do I need to do?

Council has appointed Onleys Consulting Pty Ltd to undertake a floor level survey within the Greater Shepparton municipality.

The surveyors will require access to your property to collect a surveyed floor level for your dwelling. GPS will be used to measure the levels, and the consultant will need access to the front door step of your property. However, there will be no need for them to access your property further.

When is this happening? 

This survey will take place from mid-April until approximately mid-September.

Do the surveyors need access to my property?

Whilst they will require access to your property, they do not need to enter your dwelling or any associated outbuildings. The surveyors will always carry identification on them and will have copies of this letter as evidence they are undertaking work authorised by the Greater Shepparton City Council.

Who is funding this project?

The Greater Shepparton City Council has successfully obtained a grant from Emergency Management Victoria under the National Partnership Agreement for Disaster Risk Reduction. This initiative, in collaboration with the Goulburn Broken Catchment Management Authority, aims to enhance flood risk management in the region.
